How to Register a Business in Bahrain (2026 Guide): Sijilat & 100% Foreign Ownership
Bahrain was one of the first Gulf states to open most sectors to 100% foreign ownership, and it’s generally regarded as one of the fastest and least bureaucratic places in the region to register a company. Commercial registration runs through the Ministry of Industry and Commerce (MOIC) and its online Sijilat portal, with the Bahrain Economic Development Board (Bahrain EDB) acting as the investor-facilitation body for larger or strategic investments.
The general process
- Reserve a trade name and select your activity using Bahrain’s standard activity classification — most commercial and professional activities are open to full foreign ownership.
- Choose a legal form, most commonly a With Limited Liability (W.L.L.) company for foreign investors, and prepare the Memorandum of Association.
- Register through Sijilat (sijilat.bahrain.bh), Bahrain’s unified online commercial registration system, which issues the Commercial Registration (CR) certificate.
- Secure a physical address and any activity-specific approvals (health, education, financial services, and similar regulated sectors need additional regulator sign-off).
- Register with the Labour Market Regulatory Authority (LMRA) once you’re ready to sponsor employee work permits.
- Open a corporate bank account using your CR documents.
Investor support through Bahrain EDB
For larger or strategic investments, the Bahrain Economic Development Board offers dedicated facilitation — helping navigate approvals, connecting investors with government entities, and in some cases supporting fast-track licensing. It’s a useful first stop for foreign companies evaluating Bahrain against other Gulf jurisdictions.
What we’re not publishing, and why
Government fees and exact processing times vary by activity and legal form and are updated periodically, so we’re not quoting specific figures here. Confirm current requirements directly through the Ministry of Industry and Commerce, the Sijilat portal, or Bahrain EDB (bahrainedb.com).
Next step: get listed once you’re licensed
Once your CR is issued, list your business on Middle East Directory so customers searching in English or Arabic can find you. Add your business or browse the Business Setup & Free Zones category.
