How to Register a Company in Qatar (2026 Guide): MOCI, Single Window & QFC
Qatar has opened its economy substantially to foreign ownership over the past several years, and today most sectors allow up to 100% foreign ownership onshore.
The general process (MOCI / Single Window route)
- Reserve a trade name and confirm your intended activity is permitted for full foreign ownership (most are, since Qatar’s Foreign Investment Law opened the vast majority of sectors, though a short negative list still requires a local partner or special approval).
- Choose a legal form — a limited liability company (WLL) is the most common structure for foreign investors.
- Register through the Single Window platform (sw.gov.qa), which consolidates the Commercial Registration application, Chamber of Commerce registration, and several other approvals into one online process.
- Obtain a Computer Card / establishment card and complete Ministry of Labour registration once you’re ready to sponsor employee visas.
- Secure a physical office lease and any municipal or activity-specific approvals your business needs.
- Open a corporate bank account with your CR and trade license documents.
The QFC alternative
The Qatar Financial Centre offers its own licensing regime under English common law, historically aimed at financial and professional services firms but now open to a broader range of activities. A QFC license allows 100% foreign ownership and can, depending on activity, permit onshore business in Qatar without a Qatari partner.
What we’re not publishing, and why
Government fees and exact processing timelines change periodically and depend on your activity and legal form, so we’re not quoting specific figures here. Confirm current requirements directly through the Ministry of Commerce and Industry, the Single Window portal, or the QFC (qfc.qa).
Next step: get listed once you’re licensed
Once your Commercial Registration or QFC license is issued, list your business on Middle East Directory. Add your business or browse the Business Setup & Free Zones category.
